A concept for the development of the Perm city center and the conversion of industrial areas

Programme: Three channels of transformation: redevelopment of built-up areas, infrastructure transformation and new parks of the city center.
There are two historical centres in Perm: pre-revolutionary 19th century and the Soviet times center, built mainly in the 1950 – 1970s. Both do not serve the city sufficiently, therefore a new 21st century center is imminent.
Historically, the main axis of Perm’s development was the Kama river. It still remains an important resource for further transformation, but the difficulty is that the city is cut off from the river by a strong level drop and a railway line. In 2017, it was decided to stop the traffic on this line. This provides new opportunities for reuniting the city with the water. Most of the project steps are devoted to the principles of coastal development: the transformation of former industrial zones into bright and active urban areas.
The objective of the project is to determine the development priorities of the center of Perm, describe the key components of future transformation and explain how they relate to global challenges and the local context. The document includes the framework, structural and illustrative plans of the Perm city center: the characteristic areas of the new and reconstructed buildings, parks, streets and transportation hubs.
